Meeting with Interim County Manager Solaro and Interim IVGID General Manager Winquest Highlights

October 4, 2019

The request for the speed limit change on Lakeshore Blvd. is currently under review.

IVGID was contracted by the County to produce No Overnight Parking signs. This has been held up for weeks while the County has been determining the proper NRS code to be printed on the signs.  Dave Solaro stated that he will provide IVGID with the appropriate NRS information. These signs were to be put in place before Burning Man to avoid trailer parking in front of our beaches and on Incline Way.

When asked about additional No Overnight Parking signs and “resident passes” for our community, Mr. Solaro stated we can’t push problems into other areas.  From his perspective, Incline Village is a tourist destination and parking problems are an issue that requires some level of acceptance from our community.  The County is working on ideas for regulatory changes that the County believes will not cause unintended harmful consequences.

Mr. Solaro listened to concerns about our walkways not being cleared of winter snow.  With TRPA’s expectation that Incline Village is a walkable community, cleared   walkways are needed.  He was open to new ideas and requested a list of our clearance priorities.

Mr. Solaro also expressed the County’s interest in providing our community some sort of relief in dealing with our short term rentals (STR) and parking issues.  He mentioned providing a one-time contribution using Washoe County’s RSCVA funds.  One suggestion was for the County to install more bear boxes along walkways.  We expressed our concerns regarding the insufficient staffing of our fire and sheriff resources.  He indicated this resource issue would be resolved with more funding from STR permitting, fines, etc.

No littering signs will be placed along SR28 and Mt. Rose Highway.

The County and Sheriff have bids out for a towing service for IV/CB.

The County and Sheriff are continuing to work on parking ordinance changes to allow a 3rd party to issue parking tickets.

Chapter 100, Washoe County building and construction code, is being revised to include jobsite cleanliness.  In response to our community’s concerns, Mr. Solaro is working to place new language in the code and the job site inspection process.
