I want to wish everyone a “Happy May.” We have a very exciting May, and a lot going on. The Audit Committee will meet Tuesday May 10. I will put all these links in the Chat Box so you guys can have the link to get to the information. We have a Board meeting next week May 11. The Chateau is now open, and the Chateau Grill sunset. Some of you may be familiar with the sunset salad like I am. That’s May 12th. The next day on May 13th, the Championship Golf Course will be open. The Mountain Course opens on May 20th. Tee times and play passes, clinics, and camps for golf are all online. I’ll put the link in the Chat. We do have some summer camps listed as well. They are for recreation. A lot of these camps are full but some are still open. We have our Veterans Pancake Breakfast listed so I’ll put the link for that. That’s on the 4th of July. We’re getting the 4th of July information to you guys so you know what’s going on. We have a very fun kiddie bike parade, so I have that information as well today. If you’ve started your defensible space cleanup and your stuff is piling up out front of your house—as long as you’re doing it—not a contractor—call us and we’ll form our chip list so we can come out and chip those piles. Yes I did on the BBQ and solid fuel burning. Currently we are not in any type of fire restrictions when it comes to BBQs in an established BBQ pit. That will be coming later on this summer depending on how the weather’s going and the dryness of the fuels. For right now we are not. We talked to Indra about it. And we’ll be talking to Washoe County Sheriff Office (WCSO) about it. We apologize for any confusion about that. But we are not in any kind of restriction on BBQs right now.

As long as they are in an actual BBQ, right?

Yes. You can’t put fuels on the ground and rocks around it and put a grill over it. That’s not going to work. It has to be an established BBQ.

You may recall a couple months ago there was a presentation at the CAB about evacuation plans. And one of the queries was, “Is there a formula for calculating how long it might take to get a certain number of people out of the Basin should there be a need for a mass evacuation?” I believe the respondent from the County replied they had not calculated that and included it in the evacuation plan. But I don’t know where the issue was left. Is that something folks will be factoring into the revised evacuation plan? Thank you.

Thanks for the question. And yes, that was brought up during that CAB meeting. I happen to be communicating back and forth with Washoe County Emergency Manager Kelly Echeverria. She is out of the office starting yesterday for training all next week at the Fire Academy. When they return the following week—we’ve already got a meeting scheduled—and I will ask her where this is at. She’s going to ask the vendor they hired to help them put this plan together to make sure we can come up with some type of calculation to get to everybody.

Thank you Chief Ryan. I learned yesterday that fire tables and fire pits require an inspection and a permit. Could you just clarify what people are supposed to do about that? To me it was seeing something new. A gentleman came out yesterday and did a great job of helping us understand defensible space—so I appreciate that—but if you could please clarify, I’d appreciate it.
Ryan Sommers
You bet. That’s not new. We’ve always required permits for any type of open burning, whether it is a fire pit or garden debris. When I say, “a fire pit,” that’s a gas pit. They have to be permitted and we have to inspect them. If it’s a fire pit that you can buy at a retail store that sits above the ground and you’re going to use that in your back yard – there are requirements for that. I know they have to sit on a noncombustible surface such as concrete or pavers with a 10-foot circumference. It depends on how big the pit is. But a general rule of thumb is 10-feet. And it has to have an 8” mesh over the fuel you are burning. And obviously you have to have a hose out there and all that. That still requires a permit. If you decide you want to enjoy that, you have to call us to get the burn permit from our main office that will issue them up to 2-weeks at a time, until restrictions come into play with no solid fuel allowed. Then you cannot use them. But it’s always been that we have to inspect those.

The clarification was whether fire tables are included in those restrictions.

Does that include those tables that have a fire-pit in the middle of them?

Are they gas?

Propane. Yes.

Yes, they still require a burn permit. But you need to call and let us know you’re going to be using that.

I just wondered as far as those permits, we have a lot of short-term rentals (STRs). I know people don’t really want to rat on their neighbors just because they see a fire pit. But is there a way to look up those records on line to see if there is a permit before we bother you?
Ryan Sommers
No, we don’t put that on line. Bother us. That’s our job. We’re here 24/7. I’d rather be on the safe side than second-guess anything after we’ve had an incident.

We had a very busy week of meetings. As you know, the first week of the month is a big week for meetings. The Washoe County Commissioners do not meet the first week, so generally a lot of other groups do meet. So I want to give you a quick rundown. We’ll have all links available in the meeting recap. So again, if you didn’t receive a meeting notice for today, you for sure want to give us your email address so you’ll get the meeting recap with all the information in it.
The Tahoe Regional Planning Agency (TRPA) is joining with a variety of agencies to host a Destination Stewardship Plan Visioning Workshop. That will be held May 17 at 5:30 at the Parasol building in Incline Village. They can be found at stewardshiptahoe.org. Today we have a handout from the WCSO about how to contact the WCSO. I also urge everyone to check out the youtube channel called washoesheriff. [https://www.youtube.com/user/WashoeSheriff] There’s a lot of great information on there. There’s a special series called “Did you know?” And most of the time I can say, “No, I did not know.”
As far as the Washoe County Board of Commissioners, they will have a meeting this Tuesday May 10th. On the agenda is the second-reading and adoption of the STR Ordinance changes. You can find that information on the County website.
I also have a Tax Revolt refund update through the end of March. The comment is always “Wow, the amount of the refund and the added interest is almost the same.” Yes, it is.
The Tahoe Transportation District (TTD) had a meeting May 4th. They got permission to make an agreement with Q&D Construction to use the Old Incline Elementary School (OES) for staging for their highway work, which will soon start. A TRPA hearing is tentatively scheduled on Thursday May 26th to hear TTD’s application for operating the East Shore Express (ESE). As I said, that’s tentative.
I want to read you a little information from the TRPA. This is regarding just the East Shore Express use of mainly the OES and the new elementary school as overflow parking just for the East Shore Express project. This is not the Mobility Hub. This is only the Blue Bus that runs over to Sand Harbor. Just to reiterate. The project area considered for this application for May 26th includes both of the Incline elementary school campuses. Notices of the hearing will be send to the owners of affected properties. And we will do what we can to get the word out throughout the community. My concern was that the affected properties include a lot of apartments. And those occupants won’t be getting the notices (just the owners). Again, in case it is not clear, the current project is proposing to use the OES site as a “temporary use.” If approved, TTD would be authorized to use the location for a single service season with an option to extend it to a second season. No physical improvements are being proposed for the site at this time. “I know there’s a lot of concern about the long-term project being discussed for the site, which is the Mobility Hub. That is not what is being considered.” That’s the word from the TRPA.

As a follow up on the CAB meeting, a video of the May 2 meeting is available. Washoe County gave us a presentation of the amount of money IVCB contributes or is assessed that goes to the County, versus their estimate of what they spend in our area. It’s an interesting discussion to listen to. Just so you know, the County doesn’t track expenditures by area, nor by department. So they made an estimate. I urge you to watch that.
They also gave us an update on the CARES campus. The first CAB meeting is June 6 at 5:30. The Resort at Tahoe and Residences (Boulder Bay) will be presenting as well as Amy Cummings who spoke to the Forum about the Mobility Study.
I’ve put information in the CHAT Box about the Nevada Department of Transportation (NDOT) construction website. You’ll want to check on that.

Yes, going back to the TTD, it seems unacceptable that renters don’t get noticed about things happening across the street. So who can we contact about getting the information out separately to those apartment dwellers? And what time is the meeting?

I was corresponding with Bridgette Cornell of the TRPA. I will continue to make every effort to get folks living in the neighborhood notified of the meeting. But yes, the legal requirement is that they send out notices to owners, and if you’re not the owner, you don’t get the notice.

I also want to let everyone know that Washoe County is sending out an update on progress with the Resort at Tahoe and Residences. If you’re not signed up for those, send them an email at: development@washoecounty.gov. I believe they basically send out one update a month. But my guess is if something else is happening, they’ll send out two notices. I know that’s a lot of information and there’s a lot going on.

All right. We have a presentation today from Joe Farrell who has been instrumental in getting Pulse Point in our community.
Joseph Farrell – Incline Village Resident, Pulse Point Board Director
Good morning everyone. Thank you to Denise and Ronda for inviting me to speak to you this morning about the Pulse Point app. It’s a very important app which I’ll explain to you as I go along. I’ll show you a video. After the session today I’ll help you upload the app and set up the notifications that you want.
I am a survivor of Sudden Cardiac Arrest, which is an electrical problem of the heart. What happens with Sudden Cardiac Arrest is the heart stops and you pass out. It’s different than a heart attack where you have symptoms—arm or chest pain—and you don’t pass out. Those situations are a 911 emergency. Sudden Cardiac Arrest is a real emergency as I’ll explain in a few minutes. My wife and I are American Heart Association instructors. My wife’s name is Edie. We’ve been part of a team. We used to live in the San Ramon Valley where we have trained over 30,000 citizens over the last decade in lifesaving and CPR. We helped get AEDs in all the schools and in the police cars. You name it; we were involved. I serve on the Board of Directors of the Sudden Cardiac Arrest Foundation, which is a national organization composed of Sudden Cardiac Arrest survivors and co-survivors. I’ve been on the Pulse Point Foundation Board of Directors since its inception 12 years ago.
The Pulse Point app was activated this last March in the North Lake Tahoe Fire Protection District. A big thank you goes out to Chief Ryan Sommers and his team for their collaboration with the Pulse Point Foundation to bring this life-saving app to our community.
So I’ll give you some statistics about Sudden Cardiac Arrest. In the United States, 1000 people die per day of Sudden Cardiac Arrest. Prior to COVID, it was the number 1 killer not only in our country, but also in the world. Of victims who go into Sudden Cardiac Arrest, 60% do not get CPR before the emergency team arrives. Eleven percent of people who have Sudden Cardiac Arrest—and I’m thankful I’m one of them—live outside a hospital after Sudden Cardiac Arrest. We can do better. That’s why Pulse Point is an excellent avenue to help save lives. For every minute that passes before CPR, or defibrillation with an AED is initiated, there’s a 10% less chance of survival. You really have 10-12 minutes to really act. And that’s the important aspect of the app. Early CPR and defibrillation before an emergency team arrives improves survival from Sudden Cardiac Arrest by 50%. That’s significant.
So how does this thing work? The app is integrated with the NLTFPD’s 911 system. So you call 911 when someone’s gone into Sudden Cardiac Arrest and passed out, and is unresponsive and not breathing. You call 911. If you have an activation on the app, information is sent to you. If you’re within 1500 feet of the individual in cardiac arrest, it will show you on a GPS map where the victim is. And it will show you where the nearest AED is. You have to defibrillate the individual. You can’t just do CPR forever and save the life. You have to shock the heart back into normal rhythm.
So the idea is that you as a user of the app—and by the way, there are 3 million users of Pulse Point in 4000 cities in the United States—you’re going to help save this person’s life.
This is like an Amber Alert for Sudden Cardiac Arrest victims. It’s a really important thing.
And I really should add that there are notifications you can get on here for wildfires, vegetation fires, traffic accidents, and things of that sort. And in case of emergency with a fire, if you’ve got the app, our Fire District can send you a push of the safest route to evacuate from the community. This is a huge thing right now for fire evacuation.
So I’d like to have Amanda show you a video of the basics of the app. I’ll be available after the meeting. And I’ll spend as much time as you need to help you download it.

I know there are a lot of on-line CPR trainings. Do you know if there is any in-person training planned for the community?
Joe Farrell
I’m glad you asked that. As I articulated earlier, my wife and I are from the San Ramon Valley where we trained thousands of people. So I’ve been in communication with the Fire District—chief Ryan doesn’t know this yet —sorry about that. We’re going to try to teach some hands-on CPR and how to use the AED sometime during the 1st week in June, which is National CPR and AED Training Week. If you need a certification –an AHA certification—I’m not sure if the Chief can answer whether the Fire District offers courses. Edie and I offer the course free of charge, except we charge you $25 for the cost of the card to show your certification if you need it.
Hands-only CPR has been shown to be as effective—if not more effective—than CPR with chest compression and breathing. Plus people don’t want to put their mouth on someone else’s mouth. So that’s the real cool thing about hands-only. Hands-only has been around since about 2012.

I just downloaded the “Pulse Point AED” on my phone. I take that’s the one you want us to download?
Joe Farrell
Kathie, the most important one is “Pulse Point Respond.” “Pulse Point AED” is a different app. You can have that. I’ve given a handout here. The other is down the line – as we start cataloging AEDs in the community. Does that help you?

Yeah. So the “Pulse Point AED” helps you locate AEDs in your neighborhood.

Yes, it’s different than “Pulse Point Respond.” It will give you an alert if you’re within 1500 feet of someone that needs CPR and it shows you where the AED is located.

As a follow-up, this is an android, and you can also get this list of events that are going on, like what the Fire Department is responding to, and whether there’s an emergency to avoid. You can also get that information on your app. That’s useful, especially if Mt. Rose Highway is closed for some reason.

I just want to let everyone know I’m also an instructor through the Red Cross for first aid, CPR, and AED. I’m happy to set something up with the community members if they’re interested. I don’t have anything on the books currently, but I do all that stuff at the Recreation Center and for the IVGID staff here. So I am happy to do a community class as well. So I will get something on the books in the next month or so, okay?

Thanks. We also offer CPR classes. We have a contracted [?] who puts together classes all the time. You can find it on our website. Call the main number. They’ll tell you to put your name on the list. And we’ll get back to you.
Another thing is, and I’ll need Joe’s help with this, but if you own a business and want to buy an AED, and you purchase that through another organization other than NLTFPD, because we do sell them, we have the ability to sell those— but if you buy it online and you put it up, it’s not necessarily going to be on this Pulse Point app.
We are controlling, if you will, or inventorying the database that the app leans on where the AEDs are located. So you need to let us know if you’re in a public space—because I don’t think you want people knocking on your door in the middle of the night unless it’s the next door neighbor, but maybe you do—let us know you have that AED so we can get it into the app.

Thanks Chief. And the other variable, too, is with the AED app. If you have an AED, as the Chief says, and you want your neighbors to know you have it, you can take a picture and upload it to the AED app and it will be registered with the Pulse Point AED app. There are about 150,000 AEDs registered in the Pulse Point AED app right now. We will work with the chief on this, and see how we want to do it in our community.

I’ve had the app downloaded for a few weeks now. I get little messages popping up. So it’s been helpful and useful. It’s very easy to use. Hopefully, no one has to use it for a cardiac event. But if you do, at least you have that resource.

Well you have to go to what they call the notifications and you have to enable whether you want CPR or you want to be notified if there’s a structure fire. There’s a checkmark. You have to go to notifications, which is where the bell is on the bottom of the screen. If you go to the second icon from the right on my screen, you have to declare what agencies you want to get notifications from. So we are NLTFPD. You type in the zip code and the name at the top. And then you push “Following.”
The other thing you might want to do is I have Reno Fire. There are two. Because I go to Reno once a month, so I follow Reno. Another thing about notifications is on the top of the screen for notifications, and you go to the icon 3rd from right on the bottom of the screen, do this. The first one listed is “nearby CPR needed.” if you know CPR, hands-only CPR, check it. If you want to know about structure fires, check it. If you want to know about vegetation fires, check it. If you want to know about traffic collisions and fires, you can click that. Rescues, technical rescues, water rescues – you name it.
One thing I will advise you if you click traffic notifications, in the middle of the night – even if your phone’s on silent—you’re going to hear a push. And it might be annoying and your phone will light up. So I don’t keep it on at night—that traffic stuff—because I don’t want to be awakened in the middle of the night.
If you’re near someone—and I’ve been in a hotel in Washington DC last March—I got a push in the middle of the night for CPR. And the phone was on silent. So it will override the silent if CPR is needed. Just so you know. I think this is a very important aspect. Because this is life and death. If you don’t do CPR on someone, they will die. It’s estimated that we could save 250,000 lives if we did early onset CPR in this country. Any others questions?

They are going through patrol orientation academy right now. Once they finish—the academy is about a month long they’ll have 31/2 months of patrol orientation training. And once they finish that, they will be assigned to Incline. We’ll have almost a full staff [inaudible].
We’re working on it. It’s not guaranteed. Some people don’t make it. But we’re hoping to get all 4 of them up here. [inaudible] Everything else I’ll pass on. If you have any issues or things you’d like to have taken care of, please call the nonemergency number and put in a call for service. Don’t call the substation and leave a voicemail, because Karen works Monday through Thursday. And you won’t get answered if you call on a Friday until she returns on Monday. I was at the substation the other day. I brought expired pills. And I noticed you’re not supposed to put anything but solid pills—no liquids, no ointments. People do get expired liquid prescriptions. So how do we safely dispose of those?

I can’t answer that question. Me personally—my toilet for the liquids.

That’s the issue. I can’t answer that. Sergeant Christiansen is the one responsible for that program out of Reno WCSO. So I will send an email asking what they recommend for disposal of those items in a safe manner. Okay, I’ll be here in 2 weeks barring I’m sent somewhere else. I’ll have an answer for you then.

Ann Nichols – Crystal Bay Resident, North Lake Tahoe Preservation Alliance Director
We’ve done numerous traffic studies, and just recently pulled all the data from NDOT 2019 vehicle trips. It was alarming. I think we all know that about 8 days every summer we have cars queued from Highway 431 to 267. Those are the days when we have 20,000+ cars a day. Then there are 51 days when we have 17,000 cars or more a day. That’s when the traffic jam starts to form, but they don’t get into real gridlock until we get over 20,000. So our concern is not particularly about Boulder Bay, which is supposedly adding 8000 car trips a day. They reduced it and got it way down, but that was the gross number because there was going to be a casino, 350 units, 14 affordable housing units, and that kind of thing. So we still don’t know what they are going to do. They still haven’t told TRPA what their plan is. But they’re going ahead with their grading permit. So our concern is—let’s be conservative and say they only add 3000 car trips per day. But then the Tahoe Inn… the Homewood developer is going to do 110 units. So TRPA calculates 8 trips per unit per day, which is probably about right. So that’s another 800 trips per day. Then we add in the Cal Neva. I don’t know what’s going on with that, maybe some of you guys know. I have no idea. But that could add 2000 to 3000 trips per day. We just don’t know what they’re doing. Then there are all the developments in Kings Beach that are rather big. These are all promoted by the TRPA who calls them “community enhancement projects.” They are big projects. It was back in 2008. Now we’re reaping—they’re not benefits—from all of these ideas. So we’re going to get something ready that is simple to read hopefully for your next meeting. I just wanted to explain to you that this could mean extensions of those queues even past 431 and 267 on the high-peak-traffic days. So it’s pretty scary.
The other thing on this is TRPA’s idea of Tahoe-Truckee Sustainable Tourism. They’ve been meeting bimonthly for a couple of years. There were a couple of meetings. I asked for the minutes. So then they’re coming up and having workshops. We all need to go to these workshops. Usually the case is they’ve already decided what they want to do. We just don’t know what that is. So I encourage everyone to go to one of four of the meetings. They had Public Relations people at these bimonthly meetings from individual companies. So there are four Visitor Authorities that will be heading this up and the Tahoe Fund. It’s not all the Counties, but collaboration is good in a lot of ways. It sounds like they’re going to be developing policy that we’re all going to have to live with. So we need to all get involved. Thank you.

And Ann, just to follow up, I have been periodically contacting Washoe County about what’s going on at the Cal Neva. I asked Sara Tone to include that with the update on the Resort at Tahoe and Residences (Boulder Bay). She indicated that she would. But, there’s nothing happening which is apparent to the naked eye. So as far as they know, there isn’t anything going on. There are permits that are active for the Cal Neva. There are not permits for the Resort at Tahoe. I poke them about once a month just to see if they know anything more about the Cal Neva. So far they have no new information.

We’re thinking of having a community meeting to ask the Homewood developer, to ask the Resort at Tahoe, to ask the Cal Neva—to tell us what they have planned. We’ll see if they come.

My understanding is that the grading dump trucks will take loads down Highway 28. And starting May 9, Highway 28 during the week will be—24 hours a day—from Monday until Friday—down to 1 lane. People need to be aware of that. You can sign up to get notifications on the construction updates. I received this one this morning. Starting May 9, M-F it will be one lane near Sand Harbor and the Thunderbird Lodge. It will be 1 lane all 24 hours. There will be a temporary stop-light. The notification says you should expect 30-minute delays. It begins Monday mornings at 7am through Friday end of day. [inaudible] Hold on. There’s conflicting information. Here it says the working hours are daytime only 7am to 5pm, and Sunday’s beginning at 8pm.

Again, thank you Denise and thank you everyone. Good morning. Ray Tulloch, candidate for IVGID trustee. I’m currently chairman of the Audit Committee with IVGID. Thank you for taking the time to listen to me.
Very briefly… My website is now up and running. Last time I was here it wasn’t…. a slight technical glitch for someone who has worked in tech [inaudible]. I think one of the distinguishing factors about me is if you look at my platform, it’s based on transparency, accountability, and value. I’ve listed specific actions in each of these areas. I think that’s very important. It’s all very well candidates standing up and saying yes I’m for transparency, but what do you mean by transparency?
Transparency – For me, it’s that we see exactly what’s happening with our taxes, what the board is spending our money on, where it is being spent, and how it’s being spent.
Accountability – is looking out after our tax dollars. That’s what the Board is there for. They are to be stewards and to govern… not just to rubberstamp everything that comes through.
Value – As to value, I want to make sure all tax dollars are spent on things that actually benefit us and our community. And keeps us a sustainable community.
As a Scotsman, I like to keep a very tight hold on money and make sure it’s spent properly. Through my business career I’ve done exactly the same thing. I’ve been accused by people who say—“You spend the company’s money like it’s your own.” Yes, we should. That’s the correct way to do it. Look for value. Steve Dolan – Incline Village Resident, Friends of 3rd Creek Director
Great. I have a picture of this year’s 2022 beauty pageant winner. It’s about a 5 lb rainbow trout. We were able to get 40,000 eggs this year. The weir by the footbridge on 3rd Creek will be deconstructed in the next few days. The program keeps going on, but it’s not part of the collection system for the 40,000 eggs. I thought the fishermen would like to know that we had a very successful season harvesting those eggs. And in the next 3 or 4 years, those will go back into the lake and around the state. So I thought I’d just give you guys that information. Thank you.

Thank you so much. I’ll present very quickly— because we’re at the end of the meeting here. There are several things we’re going to be facing this summer. First I want to mention that the TRPA Hearing Officer meeting on the East Shore Express (ESE) at the Old Incline Elementary School (OES) is going to be 2-3pm on the 26th of May. It is being complicated because TTD at the last minute prompted this agreement with the NDOT contractor to use the OES site as a staging area for NDOT’s work on 28 and 431. So simultaneously we’re going to have construction equipment and materials staging at the OES at the gate that’s closest to Southwood while simultaneously running the ESE, simultaneously extensive work on 28, and so on. There are those who are concerned about the fact that the OES is basically becoming a dumping ground. Somebody mentioned the apartments across the street. It doesn’t seem like TRPA or Washoe County have any consideration for those people who live within 50 feet, across the street from this significant amount of activity. TTD didn’t identify how many trucks were going to be in and out of the staging area for the NDOT projects.
So anyway, the OES property was sold to TTD only recently. The application was originally put forth for the ESE at the OES when the property belonged to the Washoe County School District (WCSD). Now it belongs to TTD. So several of us believe the National Environmental Policy Act (NEPA) now comes into play. And while TTD was accustomed to making up their own rules in the past, they’re going to have to face a NEPA issue. I’m not sure how this hearing will work out, because we’ve added this whole issue with NDOT staging, which includes equipment, gravel, truck trips, and so forth.

Wasn’t our community assured that it was not going to be used as a construction staging site? Maybe by Alexis Hill… I remember when Marsha Berkbigler was still our Commissioner, she was adamant that it would not be used for an equipment staging site.

Yes there was some discussion on that. The last point I want to make is that—it was unclear—but Carl Hasty alluded to the fact that that activity with the NDOT staging area may have to go before a hearing officer. I wasn’t clear on that. I’m trying to get clarification. I just wanted to deliver this information to everyone. We’ve got to be active and pay attention, because it’s going to be quite an “interesting” summer, I have to say.

I just want to thank Ann Nichols for the information about the trips. I’m even more concerned now about the Washoe County Commissioners’ decision that will be finalized on Tuesday at the Board meeting that will increase occupancy of most short-term rentals. It’s probably going to about double them, especially for the smaller ones. Nearly everyone will have 8-10 occupants except for tiny little units. So that’s going to mean a lot more vehicles, a lot more trips added to what we’ve already heard. Why isn’t the County looking at the data like they said they would?

I just want to comment that in the past, many of us were going down to Reno for the Washoe County Commissioners meetings because we thought we would accomplish something. And then we stopped. Having heard the data. I agree with Judy that it’s really compelling data. So if several of us came down and stressed the same data on Tuesday, at least we would have it on the public record. And at least we might have some opportunity if we don’t make a dent now to ask that at least this decision come back in 6 months to look at the transportation data. Maybe some of us could also try to communicate—especially Denise, Kathie, and Chris and everyone from the CAB—could try to communicate the transportation data with our commissioner, so she’s aware of this kind of traffic information. That’s all I have.

I just want to mention that currently there is a movement afoot to try to prevent Pacaso from invading our neighborhoods. Pacaso is a big company. It sells fractional ownership homes, meaning, it buys a home in Incline and divides it up among up to 8 people. Those people are able to use their home for a certain length of time. This is a completely unregulated new commercial use of homes in our neighborhoods. So we have a committee started which is going to be actively working against Pacaso by putting up signs and sending letters and so forth. If you’re interested in participating, we’ll be sending out a notification telling you how you can. This needs to be a community-wide effort because Pacaso homes are not regulated by the short-term rental ordinance. They are able to have as many guests as they want for whatever kind of event or party they want. It will be even more disturbing and destructive to our residential neighborhoods. Thank you.

We should be able to get the County Commission to oppose this. Even though many of us think their STR Ordinance is inadequate, basically this is an end-run around the STR ordinance. So we ought to be able to get the County Commissioners on our side for this. Ronda, have you approached them? I’m not sure how aware they are of this at this point. Do you have any information about that?

We have been in contact with the Washoe County Planners and also yesterday I sent an email to the District Attorney. According to the Planners they were designating Pacaso homes as timeshares and planning to regulate them thusly, which means they wouldn’t be allowed in residential neighborhoods. However, the Pacaso format is not a timeshare. It is forming an LLC and selling fractions of the LLC, so I have pointed that out to both the Planners and the DA.

At least Planner Mojra Hauenstein has said she will take some action. And any of us who can write to her, we should encourage her to take some action. Right now, the County was unaware of the fact this was occurring. At least Mojra has said that she believes it’s illegal outside of the tourist-zoned districts, which are very limited in our area. So at a minimum, any of us who can do so should write to Mojra saying we are hoping that she is taking action to stop this way to contravene the residential neighborhoods. We’ll see where that goes.

I’ve been in real estate for 40+ years. This is “shared ownership,” and it always comes up when the markets get super expensive. And it’s really trying to regulate how many partners you can have in real estate, which is tremendously difficult. If you have more than 8, you have to go to the Security and Exchange Commission (SEC). That is why it’s usually less. I don’t know how you can do this because it’s infringing on my right or your right to have partners. Anyway maybe there’s something you can do. Thanks.
