Washoe County hosted 3 community workshops to solicit input and recommendations for dealing with vacation home rentals in unincorporated Washoe County, which includes Incline Village and Crystal Bay. There were about 150 people in attendance on Monday, August 26th at the Chateau. Washoe County staff gathered information related to noise, trash, permitting, safety, occupancy, and other identified community concerns. Unfortunately, the County representative provided incorrect information on the amount of funds distributed to Washoe County by RSCVA (Reno-Sparks Convention and Visitor Authority). Our Short Term Rental (“STR”) BLOG contains the breakdown of the 13% Transient Occupancy Tax collected by RSCVA. The BLOG also provides access to AirDNA, which is used by Clark County for monitoring their short term rentals. You will also find an article explaining why Clark County is banning STRs along with their methods for enforcement, as well an article from the Economic Policy Institute on the economic costs and benefits of Airbnb. We will continue to update our BLOG as we obtain new information. We are following the regulatory changes taking place in other cities — including San Diego’s pending legislation. The coastal communities are allowing short term rentals only in homes used as a primary residence.
Attached here are the suggested regulations proposed by the North Lake Tahoe Fire Protection District (NLTFPD) in 2017. Many of the issues brought forth in the workshop are addressed in these proposed regulations. They were not approved or implemented.
A group of residents have formed a working group on Short Term Rentals. If you are interested in learning more, click here.
